It was not that the German move was a total surprise to the Cabinet. 5 Nonetheless, despite what seems with hindsight the ample need for advance planning, at the highest levels there seems to have been no particular forethought as to what direction British policy should take if the worst case actually occurred. It is an interesting comment on the style of British foreign policymaking in this period that although such a major event as the tearing up of the Munich settlement had been foreseen (if not fully expected) in the abstract, little had been done to cater for the eventuality.
