In the following chapters we describe the origins and sources of adoption costs for the nine cases in our sample and explore in more detail when, how, and to what extent peacebuilders can offset these costs. Our research suggests that adoption costs matter greatly but not in a deterministic way. 30 Thus in different cases the same set of factors may combine in different ways to produce similar cost-benefit calculations by domestic political actors. We develop this idea more fully in the next chapter where we discuss how wars and their conclusions affect adoption costs.

In these cases power sharing was largely imposed by powerful outside actors who acted not so much as guarantors of an agreement but as parties to the conflict.
