But the policy choices and strategies that underlay donor governments’ relations with Sudan have in general not been examined in detail. As a result, no answers have been provided to questions about the effectiveness of foreign policies and whether INTRODUCTION 9 the international community – or at least European governments, the USA and the UN – could have used better strategies in dealing with Sudan. To some extent, since the 1990s foreign-policy approaches to conflict and conflict resolution have been influenced by new currents in thinking about sovereignty, internal conflict, state failure and intervention.

Furthermore, the war also killed many thousands directly, with civilians accounting for the majority of those killed violently, and many soldiers on both sides also being killed. In the fighting, the government’s armed forces, its militias and the SPLM/A all killed civilians (as the few examples in Table 1 show), though the government’s military tactics, and in particular its use of indiscriminate aerial bombings and militias against civilian targets, meant that it killed many more civilians than did the SPLM/A.
