To show concretely what is at stake in the historicity of the social, the second half of the book is devoted to an analysis of armed social work, placing it in a much longer history of the rise of the social as a form of government and object of military strategy. From pacification to domestication: what kind of work is armed social work? Fall (1965) informed his American readers: ‘When a country is being subverted it is not being outfought; it is being out-administered. ’ A month earlier, President Lyndon Johnson unleashed Operation Rolling Thunder, then the largest aerial bombardment in history, pummelling the people of Vietnam with six million tonnes of explosives, more than twice the number used by all sides in the entirety of World War II.
But Foucault is mistaken in his characterisation of the underlying historical and theoretical model that the discovery of population supposedly (but had not) eliminated. Not the family as such but the household was the origin and model of good government. Again, historically and conceptually, households and families are not the same. Households are the units of rule in which the life processes of members are reproduced, whether or not they are co-residents or kin. There is no historical or theoretical contradiction between the decline in the familial model of government, necessary to realise liberal theories of ‘contract’, and regulating populations through techniques of household rule.
